Revert chef-acme cookbook update

What does this MR do?

This partially reverts merge request !5590 (merged) because the update to chef-acme v4.1.4 caused the LetsEncrypt private key to be persisted, causing issues with gitlab-ctl reconfigure when something changed in the system (e.g. letsencrypt['contact_emails']).
