Pass through GITLAB_QA_OPTIONS to gitlab-qa pipelines

What does this MR do?

Pass through the GITLAB_QA_OPTIONS environment variable to gitlab-qa pipelines.

One of the changes needed to automatically run QA tests when feature flag YAML config files are changed in the GitLab codebase.
