Allow reads on the gitlab-rails-rc file

What does this MR do?

Adds back some of the permission we took away in !5421 (merged) to the gitlab-rails-rc file.

We have moved it to a location where the git user can no longer write to the file, but we want to still allow users to read the contents from the file.
