Update Admin Area references with 14.0 change

What does this MR do?

This MR primarily updates instructions on accessing the Admin Area to reflect the UI changes that occurred in GitLab 14.0. While there are a few small wording changes for clarity, and to work with the new wording, no content concepts were changed, and the primary goal was to reflect the new UI in the docs.
