Disable auto_migrate for Geo zero downtime updates

What does this MR do?

Our Geo deployment documentation has the following note at the end of the steps:

If you do not want to run zero downtime upgrades in the future, make sure you remove /etc/gitlab/skip-auto-reconfigure and revert setting gitlab_rails['auto_migrate'] = false in /etc/gitlab/gitlab.rb after you’ve completed these steps.

Our instructions don't mention that you need to set gitlab_rails['auto_migrate'] = false in the first place - this is required for a zero downtime update and our docs assume the user has already configured that, which won't always be the case.

Let's explicitly add this step to the docs.
