Add variable JH_DEV to seprate Jihu jobs from gitlab dev

What does this MR do?

Add a variable JH_DEV to distinguish jobs in dev.gitlab.org and Jihu. When this variable is set to TRUE all jobs in dev-gitlab-org.yml will be skipped. This can be useful in Jihu dev environment that we plan to execute the jobs only in gitlab-jh.yml
