Draft: Adapt CI configuration to separate SaaS from self-managed builds
What does this MR do?
This is a proposal to have a clearer separation between SaaS and self-managed builds.
Due to attempts to DRY-out the code, it is both harder to read what is SaaS and what is for self-managed, and both build paths are less efficient than they could be.
For example, since we have auto-deploy pipelines for SaaS, it is no longer necessary to build Ubuntu packages outside of other package builds, which adds approximately 1 hour duration to each self-managed tagged release.
