Add support for triggering pipelines, skipping certain jobs

What does this MR do?

Adds support to the dev pipeline for two pipelines variables that influence which jobs are run:

  • SKIP_RELEASE - a generic way to have other special builds, like auto-deploy, skip many public release tasks

  • SKIP_JOB_REGEX - An easy way for skip jobs in the pipeline. Useful for manual builds where you don't want to run all the packages.

    SKIP_JOB_REGEX: 'Debian-10-arm-branch|Ubuntu-20.04-arm-branch|CentOS-8-arm64-branch|OpenSUSE-15.1-arm64-branch|QA-branch'

    Note that wildcards in the regex here would be awesome, but is broken: gitlab#35438 (closed)
