Omnibus: Rename 'wip' to 'draft'
What does this MR do?
In doc/package-information/deprecation_policy.md, rename WIP to Draft.
(I realized I needed to check the ancillary repos - runner, charts, omnibus - for mentions of WIP. This instance was the only one.)
