Add auto-start feature to Patroni
What does this MR do?
This MR adds auto-start feature to Patroni cookbook. When the service is down, even when the user explicitly stop it, it will be automatically started when needed. This feature is disabled by default and needs to be enabled in gitlab.rb
.

How to test
Install an instance and enable Patroni. Run gitlab-ctl stop patroni
and try gitlab-ctl reconfigure
. The reconfigure should fail, timing out ruby_block[wait for postgresql to start]
. Add patroni['auto_start'] = true
to gitlab.rb
and try reconfigure again. This time it should succeed.
