Add Git refs performance patches

What does this MR do?

This adds 4 patches to our embedded build of Git. These patches address 2 performance issues that occur when GitLab handles a Git fetch on a repository with many refs. These patches are currently in the "next" branch of Git meaning they are expected to be in the next release, 2.31.0, which is due mid-March 2021.

Because of the performance benefits we have seen on gitlab.com from client-side tweaks on a few repos, that address the same performance issue, we would like to have these patches in production sooner than the Git 2.31.0 release.
