Add a feature gate for the gitlab_com:deployer task

What does this MR do?

When a OMNIBUS_TRIGGERS_DEPLOYER environment variable is explicitly set to "false", the task will be a no-op.

This is meant as a feature flag as we transition this trigger to the coordinated release-tools pipeline.
