These two PostgreSQL config options must be quoted if they're enabled.

This is just a really minor thing. Since these options are apparently not used much it's gone unnoticed but there are two PostgreSQL configuration options missing double quotes and when these are enabled, reconfigure fails. I discovered it on a production server where I work. I decided to do some custom database tuning, enabled these options but reconfigure blew up. I'm pretty sure this template is used to generate the running gitlab.rb on initial installation but not 100% sure. I'll be syncing up the GitLab Development Toolkit in the morning should I find myself involve at a deeper level with something else, but wanted to get this submitted before I forgot about it. There are 2 workplace production servers running now with these options enabled and have been stable for 2 weeks.
