Compile workhorse as part of gitlab-rails

What does this MR do?

Gitlab-rails contains a vendored copy of the workhorse source code now. This MR changes omnibus to compile the vendored version.

This removes the gitlab-workhorse Omnibus software component. For license tracking purposes, the dependencies of Workhorse are now listed among those of gitlab-rails.
