Resolve "Increase timeout for Postgres starting with Patroni (or make it configurable)"

What does this MR do?

This MR makes the timeout for Patroni to wait for PostgreSQL readiness configurable. It adds patroni['wait_for_postgresql_timeout'] attribute to gitlab.rb. The default value is still 30 seconds. But it may need to be increased depending on database volume size.
