"Patroni: reinitialize-replica command"

What does this MR do?

Introduces a reinitialize-replica command that can be used on a replica to force it to delete their data and restore from the leader.

The command is useful for when the replica is lagging behind and existing WAL files can't catch-up anymore with the Leader.
