Geo - Remove support for FDW

Summary

Since GitLab %13.2, Geo does not require FDW to be configured to replicate data, and in Gitlab %13/3, we are removing the support for FDW. So we don't have any code in the Geo codebase that relies on FDW, see gitlab#223254 (closed). These changes reduce a step when configuring Geo and makes it a little easier to maintain a Geo deployment.
