What does this MR do?

Run vacuumdb with 2 commands simultaneously via -j option

In testing this fixed my timeout issues. Performance should not be a concern because PostgreSQL upgrade needs to be done offline anyways.

Based on --echo output it appears to run ANALYZE command in much more achievable within timeout chunks.
