Refresh Vale rules

What does this MR do?

Keeps Vale rules in sync with gitlab project. Fixes any problems found with new rules.

Also has some other minor fixes.

Note that the build warnings are pre-existing. I'll leave them there as a reminder that there are some orphaned links.
