Better wording for log message when skipping the upgrade.

When first installing GitLab, it is strange to see that GitLab is installed and then telling the users that GitLab hasn't been installed yet.

gitlab: Thank you for installing GitLab!

...

gitlab: It looks like GitLab has not been installed yet; skipping the upgrade script.
