Update Documentation Link in Unleash Settings

Remove the documentation link from the comments in the Unleash settings.

Indicate the settings are for internal GitLab use.

These settings are for pointing a running GitLab instance to an Unleash-compatible server (such as another GitLab instance) so that the running instance will fetch feature flags as a client. We plan to use these settings to point gitlab.com at another running GitLab instance (such as perhaps ops.gitlab.net).
