Upgrade to pgbouncer_exporter v0.2.0

This fixes an issue where numeric types did not always process the conversion factor (https://github.com/prometheus-community/pgbouncer_exporter/pull/18).

We've also moved the project to the prometheus-community organization and hence dropped the gitlab version suffix.
