May need to run reconfigure during PG upgrade procedure with Geo

the act of setting up replication of the primary db overrides these files in the secondary read-replica to be copies from the primary.

I've found that anytime I do setup this replication (fresh install or after a database upgrade) I need to run reconfigure to get them into a good hba state for the secondary nodes to be able to connect to it.
