Pin procfs used in building redis-exporter

Balasankar 'Balu' C requested to merge redis-exporter-glide-procfs-patch-11-9-ee into 11-9-stable-ee

[11.9 EE port]

Glide uses "latest procfs available" which maybe incompatible. This pins the procfs version used.
