feat: add option to define the Sentry configuration

What does this MR do?

This MR is based on gitlab-org/gitlab-ce!27091 and https://gitlab.com/gitlab-org/gitlab-ce/issues/49771 . It adds the option to define the sentry settings via gitlab.rb.
