Add libedit patches and extra dependencies
requested to merge rmarshall/omnibus-gitlab:3804-update-libedit-add-deps into 3804-update-to-python-3.7
- Add updated libedit patches for python 3.7.3
- Add libffi and liblzma dependencies for python building
- Run autoreconf step in build process because of patch to configure.ac and pyconfig.h
