Make Prometheus listen_address comment less scary

We've had feedback from users that were concerned about utilizing the Prometheus endpoint for monitoring, as the gitlab.rb configuration comment said it was an advanced setting and shouldn't be changed unless needed.

That is too strong, especially for the Prometheus service. To be really usable right now, it has to be externally reachable.
