Update Mattermost to 5.3.1

There's no notable changes that would affect GitLab in this release. 5.3.0 contains a security fix that's been backported to 5.2.2 and 5.2.1, and MRs for those are going to be submitted shortly. 5.3.1 is just a bug fix release.
