Bump gitlab-elasticsearch-indexer version and add license of icu

Balasankar 'Balu' C requested to merge update-gitlab-elasticsearch-indexer-version into master

Without this EE package building will throw out an error for unknown license of lupine/icu.

This depends on @nick.thomas pushing v0.2.2 of gitlab-elasticsearch-indexer, which will point to gitlab.com/lupine/ice instead of the github version.
