Add danger gem checks to new MRs.

Any change to user configuration should contain an update to gitlab.rb.template. All MR's have to have correct metadata applied such as milestones and labels. Most cookbook changes will require specs. Changes to bundled libraries most of the time requre a build on all platforms and a manual package test.
