Make HSTS configuration single-level

Merged Balasankar 'Balu' C requested to merge 2124-fix-hsts into master

HSTS configuration was added in !1330 (merged) . However, having multiple levels of configuration in gitlab.rb will fail. So nginx['hsts']['max_age'] will fail.
