Use Ubuntu 24.04 as base for Docker images

Similar to what we are doing for AWS AMIs in #8928 (closed), let's be consistent about what we use as base for our offerings. Even though Docker is currently based on 22.04 that is not EOL soon, it is best to be consistent.
