Add Ubuntu 24.04 FIPS package

Summary

The last Ubuntu FIPS package was released for 20.04 (Focal).
Focal does not receive updates since 2024-04: https://ubuntu.com/about/release-cycle

Proposal

Build and supply packages for ubuntu/noble.

Depends on

Relies on the following issues / MRs being solved:

• Add package for Ubuntu 24.04 (noble) (#8509 - closed)
  • Build Omnibus for Ubuntu 24.04 (!7668 - merged)
  • Add Ubuntu 24 build images and CI jobs (gitlab-omnibus-builder!346 - merged)
