Support specifying command to generate external config for GitLab KAS

gitlab-org/cluster-integration/gitlab-agent!1203 (merged) added a config item to GitLab KAS's config file that can be used to specify a command to generate extra configuration to be used. It should be exposed via gitlab.rb
