ci: Merge `ci/gitlab-com.yml` back into `.gitlab-ci.yml`.
What does this merge request do and why?
ci: Merge ci/gitlab-com.yml back into .gitlab-ci.yml.
Runway runs validation jobs only when the CI setup changes. Unfortunately, this
does not work with include statements. According to
gitlab-com/gl-infra/platform/runway/runwayctl!249 (comment 1807829784),
the unconventional configuration is a remnant of the past and can be cleaned
up.
