chore(deps): Bump runway version to 1.15.2

This version includes retrying deployment jobs as a temporary workaround for https://gitlab.com/gitlab-org/modelops/applied-ml/code-suggestions/ai-assist/-/issues/369

This includes the changes from gitlab-com/gl-infra/platform/runway/ci-tasks!64 (merged)
