What does this merge request do and why?

For gitlab-org/technical-writing/docs-gitlab-com#532 (closed), let's roll documentation linting tool versions forward.

We'll disable the new MD060 rule until https://github.com/DavidAnson/markdownlint/issues/1818 is resolved.
