perf: increase instance number of dws prod

What does this merge request do and why?

This MR doubles the instance size of DWS prod and decrease the max concurrency by half in terms of gitlab-org&19747. We monitor if this change improves the error rate of DWS requests. We might revert this change tomorrow if we don't see an improvement for a day.
