feat: add DeterministicStepComponent to the flow registry

What does this merge request do and why?

This MR is a continuation for #1216 (closed) and !2962 (merged)

It adds DeterministicStepComponent to Flow Registry. The new component is responsible for executing tool calls in a deterministic fashion.
