Move to using tagged release of runway ci config

In order for runway to better support the changing needs of our users, we will start doing more invasive and potentially breaking changes.

In order to make sure we don't land changes and break pipelines immediately without communicating with users, we want to switch users to using tagged release of runway instead of just always consuming directly on main.
