Add GCK development support

This makes some changes to the docker-compose config to allow letting gitlab-rails and the model gateway communicate when using gitlab-compose-kit.

This is only possible when both envs share a network. I am working in parallel on GCK docs that demonstrate how to set this up on the GCK end.
