Remove PTO from Planning

I'd like to remove this section for these reasons:

• Capacity planning per individual introduces a risk that we will overload or underload certain individuals more than others, rather than sharing the load as a team. Capacity planning is done per individual by the EM, but doing this during planning expands the scope.
• The current structure in the template hinges on PTO and does not provide meaningful data as it relates to actual effort
• Again because of the PTO aspect, we are not considering additional reductions in capacity like time for trainings, personal growth, on-call shifts, etc
• It is nice that the current structure serves as a transparent way to see who is OOO, but we already have a mechanism for this (PTO by Roots) and that does not relate to planning a release (rather, the capacity number does)
