Add utility script for automatically creating downstream vendor MRs

This adds a small script to automatically create downstream MRs with the latest version of LabKit.

It will include a changelog entry when required.

Example MRs created with this script:

  1. gitlab-workhorse!659 (merged)
  2. gitaly!2827 (merged)
  3. gitlab-pages!397 (merged)
  4. container-registry!430 (merged)
  5. gitlab-org/cluster-integration/gitlab-agent!175 (merged)
