fix: Update Fairway to v1.14.2.

This version renames "dependencies" to "infrastructure", which is more specific and less semantically overloaded.

It also changes the paths of the infrastructure configuration from /etc/fairway/dependencies.yaml to /etc/labkit/infrastructure.yaml.
