Introduces the v2 meta package to Labkit

This is an extension on the ef-labkit-v2 branch - it explores the creation of a meta package that will enable developers to easily set up their contexts in such a way that it all easily plugs into our planned observability work.

The immediate example of this is the log package which has been extended to use the new meta package features.
