fix: allow Go 1.21

As explained in https://docs.gitlab.com/ee/development/go_guide/go_upgrade.html#testing-against-shipped-go-versions, we need to support at least the last 2 versions of Go. Omnibus and CNG are shipping Go 1.22.7 at the moment, so let's relax the version constraint to allow for Go 1.21.
