ci: use matrix for Go versions and add 1.17

This MR adds Go 1.17 to CI and changes the setup to use a parallel matrix.

We'll raise a followup MR to remove Go 1.15 as it has reached EOL but this can only be done after the %14.3 release (!132 (comment 653175947)).
