chore: update local testing setup and istructions

What does this MR do and why?

I was playing around with GLQL, and noticed the setup to test local changes did not work. I've updated the instructions and config with what I did to make it work.

How to set up and validate locally

Make some changes to the GLQL compiler and try out the instructions to confirm it works.
