Increased the req and limits for manager

Rinor Maloku requested to merge rmaloku/gitlab-runner-operator:increasing-resources-for-manager into master

The GitLab Runner Operator usage is a little over 160Mi in our environments and thus it is causing the pod to be killed (getting in an infinite crash loop).

I increased those to 260Mi (which we tested in our envs and meets our needs)
