use CI_REGISTRY variable

Edmund Ochieng requested to merge ochienged/gitlab-runner-operator:use-ci-registry-variable into master

update the GITLAB_OPERATOR_CI_IMAGE variable in the .gitlab-ci.yml to use the predefined CI_REGISTRY variable.

This will allow people contributing to the repository to be able to run the pipelines in their forks.
